In 2026, new VPN usage rules come into effect in Russia. There is no complete ban, but fines for improper use have increased, and the list of restrictions has expanded. Simply connecting to a VPN remains legal if you use it to protect data or for remote work. However, circumventing blocks and searching for prohibited content can now result in a citation.
How the legislation has changed
The first ban on access to blocked resources appeared back in 2017. Then came the “sovereign internet” law and DPI technology for traffic filtering. In summer 2026, new amendments were introduced, which came into effect on September 1, 2026:
- VPN and blocking circumvention advertising — a fine of up to 80,000 ₽ for individuals and up to 500,000 ₽ for organizations.
- Search for extremist materials — 3,000–5,000 ₽.
- VPN provider refusal to connect to the RKN registry — up to 8 million ₽.
- Using VPN while committing a violation — an aggravating circumstance with increased fines or arrest.
What is now prohibited
- Promoting or advertising methods to circumvent blocks, even without direct links.
- Deliberately searching for materials recognized as extremist.
- Ignoring Roskomnadzor requirements if you are a VPN provider.
- Publishing instructions on how to set up VPN to access prohibited websites.
What remains legal
- Using corporate VPN for remote work.
- Accessing legal foreign services through VPN.
- Protecting data on public Wi-Fi networks.
How to avoid fines
- Do not publish reviews and instructions on circumventing blocks.
- Disable VPN when logging into government services and online banking.
- Check if a website is in the registry of prohibited resources.
- Do not search for prohibited content even out of “curiosity”.
Fines by the numbers
- VPN advertising — up to 80,000 ₽ for individuals, up to 500,000 ₽ for organizations.
- Searching for prohibited materials — 3,000–5,000 ₽.
- Violations by VPN providers — up to 8 million ₽.
What the Ministry of Digital Development says
The agency claims that ordinary users who use VPN for security will not be affected. Punishment is threatened only when deliberate intent to access prohibited content is proven.
Summary
VPN in Russia remains a legal tool if used for data protection, privacy, and remote work. However, fines are now in place for circumventing blocks and accessing prohibited resources.
To use VPN safely, you should choose trusted services that reliably encrypt traffic, such as R-VPN. It works stably, bypasses blocks, offers servers in dozens of countries, and protects your data from surveillance.
